Access to all City departments is limited, or prohibited, and phone calls and emails are the preferred method of doing business. In response to the declaration and to provide for the public health, safety, and welfare of all people, the City of Universal City has taken the following measures:
• Notice to contractors and homeowners: Access to the permit department offices is prohibited including Linda’s desk. Payments for permits and resinspection fees will be done at the court window during normal operating hours. Checks are the acceptable method of payment at this time. • All Board and Commission meetings are cancelled for the month of March. Meetings for April, including City Council, will be considered on a case-by-case basis.
DEVELOPMENT SERVICESis a one stop center for economic development, building, health, safety and zoning information. Every effort is made to provide information with the end user in mind. For your convenience, the Codes and Ordinances for the City are available online. Additionally, in the Document Center, building permits and applications and a fee schedule (updated 9/30/2019) are available for downloading. The Development Service Package provides a brief overview of the codes used in the City and the tasks that require a permit. Development Services is responsible for review and permitting of all construction and development projects within the city, the performance of related inspections, storm water management, and overall economic development activities.
Other functions include enforcement of adopted city ordinances and state regulations relating to building, zoning, subdivision development, signs, health and property maintenance codes to insure the public safety and welfare of the community. Approval of development projects and requests for exception or variance to City ordinances are considered by the Planning and Zoning Commission and Board of Adjustment as authorized by local ordinance and state law.
Universal City is a 4B Economic Development Sales Tax City as directed by the Texas Development Corporation Act of 1979. In addition to permits, inspections, stormwater managmeent, and economic development, the department maintains current maps of the City to include zoning, sewer, water and streets as well as flood plain maps, property maps, construction plans and utility drawings.
