Proposal for Development off Loop 1604

The City is excited to announce a request for proposals from qualified developers for development of the approximately 43 acres of vacant, undeveloped property owned by the City of Universal City (33.3 acres) and the Economic Development Corporation (9.994 acres) located at Loop 1604 and Byrd Boulevard (see location map). 

This is an exciting opportunity for the City to meet its long-term vision of implementing economic development and positive growth in an increasingly competitive San Antonio market.

Please submit a proposal no later than 3:00 PM CST on April 29, 2022 by flash drive to:

City of Universal City will not reimburse for any expenses incurred in preparing and submitting a proposal, or for attendance at any presentation or meeting.

City of Universal City reserves the right to reject all proposals, to request additional information concerning a proposal for purposes of clarification, to accept or negotiate any modification to any proposal following the deadline for receipt of all proposals, and to wave any irregularities, if such would serve the best interested of the City of Universal City as determined by the Universal City Economic Development Corporation and/or the City Council of the City of Universal City.

A proposal package should include the following at a minimum:

  •  PUD Site Plan
    • Roadway configuration (if different than Northlake Land Plan example provided)
    • Lot uses (housing, commercial, mixed-use, etc.)
    • Parking areas
    • Detention areas
    • Connectivity between lots and adjacent developments
    • Community amenities (if housing is a component of PUD)
      • Clubhouse and pool
      • Dog park
      • Tot Lot
      • HOA park
    • Useable open space/gathering place for general public
    • Pedestrian Path/Trail System
    • Landscaping Concept
    • Fencing locations and material type and heights
  • Representative Elevations & Exterior Materials
  • Development Group (investment partners)
    • Credentials
    • Previous Projects/Experience
    • Duns & Bradstreet Number (D-U-N-S Number)
  • Development Timeline & Phasing
  • Proposed Purchase Price, including terms and conditions
    • Any proposed incentives assistance that the developer would be seeking from the City as part of the development. Please specify type and duration.
