A request to setup new water and garbage service can be done online. Please click the link below for application. If you need in person assistance, you can visit the utilities office at the City of Universal City Municipal Building located at 2150 Universal City Blvd. Required documents needed to start service are copies of picture IDs, copies of Lease Agreement or of Closing Disclosure. Water and garbage services cannot be set up by phone.

Residential trash pickup is coordinated through the City of Universal City when you begin your water service. This service is billed directly with your monthly water bill. Any problems you experience are to be directed to Waste Management Customer Service at 368-5000. The hiring manager then interviews applicants that he/she feels are most qualified for the position. After all interviews are completed, the hiring manager may hold second interviews for desired candidates. The hiring manager then selects one candidate they feel is most qualified for the position. Any offer of employment is contingent upon receiving acceptable results from the required drug/alcohol test, pre-employment physical exam and background investigation.

Library Information
The Universal City Public Library will provide without charge to all Texas residents a library card. Residents are defined as those persons currently residing within the state of Texas. Library cards provide borrowing privileges to the physical and digital collections, online resources, and public access computers.
Card applicants ages 18 and older must be present in person and provide photo identification with a current residential address and proof of residency. Accepted forms of photo identification preferred are a valid Texas driver’s license, temporary Texas driver’s license, Texas learners permit, Texas Department of Public Safety ID, Military ID, or a U.S. passport. All forms of identification must be current and non-expired. Acceptable forms of proof of residency include personal checks, voter registration, housing or leasing agreements, insurance cards, property tax statements, or a utility bill with a current date not more than two (2) months old. Post Office Box number, or hotel or motel addresses, will not be accepted as proof of residence.
Card applicants under the age of 18 must have a parent, relative, or legal guardian present to co-sign as the responsible party on the application. Card applicants under the age of 18 must also be able to print or sign their name on their card. The co-signing parent, relative, or legal guardian must provide valid photo identification and proof of residency. Parents, relatives, or legal guardians are not required to have a library card for the applicant under the age of 18 to be issued a card.
Non-residents can apply for a library card for an annual fee as provided in Ordinance 361-Fee Schedule, as amended. All identification requirements listed above must be met.

Library Information
Patrons must have their valid library card in hand to check out items, access computers, or access their records. Patrons are responsible for the safe return of all library materials checked out on their library card and on any other library card they have co-signed for. Patrons agree to return all library items checked out by the due date and to pay any fines for lost or damaged materials on their library card and any other library card they have co-signed. Said fines are established in Ordinance 361-Fee Schedule, as amended. It is strongly suggested that patrons do not allow others to use their card.
Patrons may check out up to twenty (20) items total on their card. Five (5) of these items may be DVDs. DVDs are checked out for five (5) days. All other items are checked out for three (3) weeks. Library staff will hold items 24 hours for patrons who do not have their card to checkout, or a patron may purchase a new card as established in Ordinance 361, as amended.

Effective June 2023, fines will no longer be charged on overdue library materials. Library materials 14 days late beyond the last renewal date will be considered lost and charges will be instated. Patron accounts are suspended when a balance exceeds $10.00. Patrons with suspended accounts may not check out any library items or use public computers until the balance is at or below $10.00. Charges for lost or damaged items are based on 100% replacement cost, plus a processing fee as provided in Ordinance 361-Fee Schedule, as amended.

Donations of print and nonprint materials will be evaluated according to criteria described in the Collection Development Policy. Not all gifts of materials will be added to the collection and any donations or gifts not selected for inclusion will be disposed of at the discretion of the library. The library reserves the right to not accept gifts of print and nonprint materials dependent upon space limitations and items may be given to the Friends of the Universal City Public Library for book sales, recycled, or discarded.
All gift purchases and donated materials added to the collection shall be integrated into the library collection as time permits. The library reserves the right to decide the location of the materials and is not obligated to keep donated materials for any length of time and does not accept responsibility for notifying donors of withdrawal or replacement items.

However, homeowners can pull permits for fences, roof work, and other small jobs. Yes, sheds do require a permit and inspections. Each area of the City has its own shed requirements for setbacks, height, size, and maximum lot coverage. Bring a copy of your site plan, and the plans/specification from the builder or home improvement center with you. Permit fees for sheds are based on the cost of the shed. Yes. Fence repair or replacement does require a permit and an inspection. Bring a copy of your site plan with you when obtaining the permit--hand drawn site plans will suffice. Cost of a fence permit is $85 and must be obtained before the work is begun. Homeowners can pull their own fence permits.

State health code (Texas Health and Safety code, Animal Sterilization Act, Section 828) requires that all animals be sterilized, if adopting from a shelter. Spaying/Neutering is encouraged at an animal’s early age for the better health of the pet. It helps to greatly reduce our current overpopulation problem.Animal Care and Control

According to City ordinance, it shall be unlawfull for any owner or custodian to have, harbor, or keep or to cause or permit to be harobored, kept, or be free of restraint, any unlicensed dog or cat 4 months of age or older within this City. A city license will identify your pet should it get lost. Should your pet become lost, the Animal Care and Control Facility personnel will be able to contact you that we are holding your pet. Please be sure to maintain an up-to-date license with current contact information. City licenses are $5.00 annual/ $15.00 tri-annual for spayed/neutered pets and $8.00 annual/ $24.00 tri-annual for non spayed/neutered.
