NOTICE TO BIDDERS


The City of Universal City will receive bids from qualified vendors for “Municipal Solid Waste Services” at Universal City, City Hall (2150 Universal City Blvd, Universal City, TX  78148).  The project includes the following components:

The exclusive services covered by this RFP include solid waste and recycling generated from residential, commercial, construction, and industrial sources, as further defined by municipal code, regulation, administrative policy, and Service Definitions herein defined within the RFP.

Initial Term: August 3, 2026 - July 31, 2031 with possible extension terms

Extension Term: Two (2) additional terms of two (2) years each

Due Date and Bid Opening

RFPs are due on Wednesday, February 18, 2026 at 2:00 pm local time where they will be publicly opened and read aloud at the Universal City, City Hall – 2150 Universal City Blvd, Universal City, TX 78148.

Summary of Requirements and Possible Interview

Proposers reasonably subject to being selected based on the criteria set forth in this RFP may be given an opportunity to make a presentation and/or interview with the CITY.  Finalists selected for interviews and/or presentations must be available during regular business hours on or about March 5, 2026, as arranged with the CITY, if interviews are conducted.

MANDATORY Pre-Bid Conference

A Mandatory Pre-bid conference will be held on Friday, January 23, 2026, beginning at 10:00 am local time at the City Hall located at 2150 Universal City Blvd, Universal City, TX 78148.  

In the RFP, there is wording that all vehicles have to be 4 years old or newer at the start of the contract. Does that mean each individual vehicle must be 4 years old or newer, or that the average of all the vehicles at the start of the contract needs to be an average of 4 years old?

At the start of the new contract, any/all trucks shall each be no older than four (4) years of age.

NOTE:

  1. Proposers reasonably subject to being selected based on the criteria in the RFP may be given the opportunity to interview and present on or about March 5th.
  2. The RFP recommended for award will be considered by City Council on Tuesday, March 17th at 6:30 p.m. in the Council Chambers
  3. The new contract service period begins on Monday, August 3rd. 
  4. Until the final award by the City, the City reserves the right to reject any and/or all proposals for any reason or for no reason at all, and to waive technicalities, and to proceed otherwise when the best interests of the City are realized. 
  5. Costs incurred in the preparation of a proposal are the sole responsibility of the proposer.
